Changements démocratiques et électroniques dans l'action publique locale en Europe : REvolution ou E-volution ?

Les États européens ont chacun exploité à leur façon les opportunités offertes par le développement technologique et la dématérialisation, avec des succès variables, évoluant entre E-volution et REvolution, L'objectif du colloque, prévu les 25 et 26 septembre 2020 et organisé par le Réseau OLA (Observatory on Local Autonomy : www.ola-europe.eu), en collaboration avec le Conseil des Communes et des Régions d'Europe, mais qui a dû être annulé en présentiel pour cause de Covid-19, était de mettre à contribution des spécialistes de nombreux pays européens, d'horizons scientifiques variés (sociologues, politistes, économistes, juristes, gestionnaires, géographes, historiens, etc ), mais aussi des data managers, des experts sur les open data et la transparence, des représentants des services recherche et intelligence des affectivités locales, etc., afin de dégager un bilan des mutations démocratiques, électroniques et numériques de l'action et des services publics locaux, de partager diverses expériences nationales et d'offrir une projection vers les perspectives possibles. À cette fin, deux angles d'approche ont été choisis : les mutations de la participation du public à l'action publique locale (1 ) ainsi que les mutations, numérisées et dématérialisées, de l'administration locale (aussi bien en termes de services numériques que d'utilisation de données libres - open data - afin d'améliorer la prestation de service) (2). Toutefois, ces angles d'approche se croisent et se rejoignent dans certaines des contributions écrites, ici réunies, et reflétant les réponses aux questionnements générés par l'objet et les thématiques de ce colloque qui, pour la première fois, depuis la création du réseau OLA début 2008, n'a pas pu se tenir. Reste que la force d'un Réseau réside dans la volonté de ses membres, qui souhaitent le taire vivre au-delà des crises, des aléas et des contraintes. Que les auteurs de ce nouvel et septième ouvrage collectif, réuni et produit par le Réseau OLA, soient ici remerciés de leur participation malgré les vicissitudes de la crise pandémique exceptionnelle que nous vivons...

Democratic and Electronic Changes in Local Public Action in Europe : REvolution or E-volution ?

European states have each exploited in their own way the opportunities offered by technological development and dematerialisation, with varying degrees of success, evolving between E-volution and REvolution. The aim of the conference, scheduled tor 25 and 26 September 2020 and organised by the OLA Network (Observatory on Local Autonomy : www.ola-europe.eu), in collaboration with the Council of European Municipalities and Regions, but which had to be cancelled due to Covid-19, was to bring together specialists from many European countries, from various scientific backgrounds (sociologists, political scientists, economists, lawyers, managers, geographers, historians, etc.), but also data managers, experts on open-data and transparency, representatives of research and intelligence departments of local authorities, etc. The aim is to take stock of the democratic, electronic and digital changes in local public action and services, to share various national experiences and to offer a projection towards possible perspectives. To this end, two angles of approach have been chosen : the changes in public participation in local public action (1) and the digitised and dematerialised changes in local administration (both in terms of digital services and the use of open data to improve service provision) (2). However, these angles of approach intersect and converge in some of the written contributions, gathered here, and reflecting the responses to the questions generated by the purpose and themes of this conference which, for the first time since the creation of the OLA network in early 2008, could not be held. The fact remains that the strength of a network lies in the will of its members, who wish to keep it alive beyond crises, hazards and constraints. I would like to thank the authors of this new and seventh collective work, compiled and produced by the OLA Network, for their participation despite the vicissitudes of the exceptional pandemic crisis we are experiencing...
